The European Union (EU) provides grant funds through the Instrument for Pre-Accession Assistance (IPA) to support countries in their preparations for EU membership, assisting them in their political, institutional, social, and economic reforms required for EU accession and alignment with EU standards.
The Ministry of Transport and Infrastructure of the Republic of Türkiye, Directorate-General for European Union and Foreign Relations, Directorate for European Union Investments, is responsible for managing the portion of IPA funds allocated to the transport sector. This involves implementing activities within the framework of a program whose content and financing have been approved by the European Commission.

This program, known as the “Transport Sector Operational Program,” or simply “TSOP,” explains how compliance with the EU will be achieved, which areas will be prioritized, how the budget will be allocated to these priority areas, what types of projects will be financed, what measurable results are required for success, and what will be done to promote the program and ensure its visibility.
The TSOP, which has been in operation for approximately twenty years in partnership with the EU, contributes to the establishment of a sustainable, safe, competitive, accessible, and sustainable transport system in Türkiye that aligns with EU standards. Projects carried out under TSOP in various parts of Türkiye aim to achieve the following objectives:
– Enhancing the sustainability and safety of the national transportation system.
– Increasing the efficiency of the transportation system.
– Promoting the transition from individual transportation to sustainable, accessible, and inclusive public transportation at both national and urban levels.
– Strengthening Türkiye’s integration into the EU in the field of transportation through the gradual integration of Turkish transport legislation with EU transport legislation.
– Supporting the Ministry of Transport and Infrastructure in managing the Transport Sector Operational Program to ensure the most efficient use of EU, national, and international financing in Türkiye’s transportation sector.

The SKUP Türkiye project is also carried out under the overarching USOP program.

USOP provides support for sustainable urban mobility plans that cover various regions of Türkiye, contributing to the creation of more livable and higher-quality cities. As a result, it aims to reduce air and noise pollution, greenhouse gas emissions, and energy consumption, improve public health, and enhance road safety.
